Seven share £140m Empa minor works deal

Scape, the local authority purchasing consortium, has awarded the last in a series of new East Midlands Property Alliance (Empa) framework contracts.

The latest deals cover minor works across the East Midlands, with one framework for projects valued at between £50,000 and £350,000 and another framework for projects valued between £350,000 and £2m.

The former is expected to be worth £55m in total; and the latter £85m.

The contracts are also split into sub-regions to enable a more locally focused delivery team, Scape said. The contracts run for a period of four years, starting immediately.

The awarding of the minor works contracts follows previous recent awards for Empa’s provincial and two intermediate frameworks. (See previous report here.)

The aim of Empa, which is managed by Scape, is to improve the procurement and delivery of construction projects and property maintenance for local authorities by saving time and money.

GF Tomlinson, Robert Woodhead, Interserve Construction, Jeakins Weir, Lindum Group and Ashe Construction have all secured a single contract within a sub-region for work valued between £50k and £350k.

Clegg Construction, GF Tomlinson, Robert Woodhead and Ashe Construction have all been awarded a single contract within a sub-region for work valued between £350k and £2m.

Head of Empa Alan Coole said: “The constraints on the finances of public sector bodies remain a firm reality, making it so important that they receive value for money from their construction projects.

“Contracts are secured through our extremely robust tender processes, so our clients can rest assured that their projects will be delivered on budget, on time and to a high standard. All seven of the firms we have selected put forward excellent submissions and I would like to congratulate them on their success.”

Scape operates regional frameworks across the wider East Midlands on behalf of Empa and its members.  Separate Scape frameworks operate nationally including Major Works; Minor Works; Asset Management, Surveying and Design Services and Project Management and Quantity Surveying.  The total value of Scape’s frameworks comes to more than £2.5bn.
